Practicing Landlord Tenant Law under GATT
It can be argued that a person can practice Landlord Tenant Law under GATT (The General Agreement on Tariff's and Trade) as long as the person agrees that he or she can be civilally sued under the following two common law legal rules:
1. The lay attorney can be sued civilly for malpractice, that is, for practicing law unreasonably in relation to his or her client.
2. The lay attorney can be sued civilly for breach of fiduciary duty to the client.

Anthony J. Fejfar, B.A., J.D., Esq., Coif, Member of the United States Supreme Court Bar, hereby founds the Allegheny County Tenant's Association (ACTA). The purpose of ACTA is to provide education, counseling, and litigation support for both Residential and Commercial Tenants. The activity of ACTA has a high degree of Constitutional Protection as a Public Interest Organization such as the NAACP. See, NAACP vs Button, 371 U.S. 415 (1963) (holding that Public Interest Organizations such as ACTA are not bound by Legal Ethics Rules such as anti-solicitition and unauthorized practice of law). For examples of some of the scholarship that ACTA has produced see the following:
